On windows 2016,

Go to Server Management

Add Roles and Features
  add the feature **Network Load Balancing**
  

Then In Server Management

In **Local Server**
  on **NIC Teaming**, click on disabled
    Then you will find the interface to create a new team in different mode: LACP, failover, load balancing...
    In advanced you can also assign a VLAN ID
    

Once finished, go into the Control Panel, in Network, assign the IP address on your teaming adapter
